TR1 mention of enable_if

TR1 in n1836 mentions use of enable_if in 6.1-8 and 6.1-22, but there
is no further definition. Shouldnt there be an explanation of what
enable_if is or just a general reference to constrained templates with
no specific mention?

They're both in notes, which aren't normative, so it doesn't bother me
on that score.
