I'm wanting to trace down a reference for the rule prohibiting
definition of types/functions/anything in the std namespace and the
one that allows one to specialise std templates.

I've trawled my Stroustrup(s) and Sutter(s), and checked through the
standard with a variety of search conditions, but to no avail. I'm
cursed by the fact that the rule's too well known, so one tends to not
even bother to remember its source.

I'm sure I'm missing something obvious, but time's a pressing. Any
help will be appreciated (and attributed).

{17.4.3.1 on reserved names covers it -mod/fwg}
