You seem to need a few clues. There are no
'copyright' issues on Usenet. There are no
laws on Usenet. Usenet is an anarchic domain.
Also note that 'webmasters' have nothing to do
with Usenet, except for the newsgroups dedicated
to them and their craft.

I see no reason for this arbitrary, meaningless restriction.
The nature of some groups could easily be such that average
article size is 250 or perhaps even 2500 lines. Ever think
that maybe there are groups for people writing novels, poetry,
essays, etc.? Groups which are for binary (e.g. image) data?
Would you purport to kick them off Usenet to satisfy your
misguided ideas?

I have no idea what your term 'groups team piracy' means.
Usenet is organized into 'news groups'. There are no
'teams' other than the association certain people choose
to have with one another, to which some might choose to
assign the label 'team'. Piracy? Who is stealing what
from whom? If you refer to the so-called 'warez' groups,
note that when you see a link to pirated software, or
an attachment to a post containing some, the crime (theft)
has already been committed. Censoring usenet affects this
fact not at all.
