IMHO:

There is no need to talk so bad about C or C++ as about computer languages.
As a computer language, C is wery good language for building comlexitive
low-level program systems.
All the problems that you have mentioned, indeed, problems of a
preprocessor, that is to say, infrastructure of language realization.

In present time, we have several extensions of C language. For example,
Objective C that uses import directive that includes a module only once.
