the protected base destructor is to say that the derived object should not
be delete from the pointer or reference of base class. It should be explicit
deleted.

A protected destructor can be non-virtual, and in fact, that is often
the case for policy classes. Non-friend clients then can't delete the
object by that pointer accidentally, but a friend, the class itself, or
subclasses could still delete it inappropriately:

class Policy { protected: ~Policy() {} };
class A : public Policy
{
Foo() { delete static_cast<Policy*>( this ); } // Yikes!
};

Committing suicide by deleting [this] is rarely used in my experience,
but it is legal
